HRD Minister Kapil Sibal, while expressing his concern, said educational institutions should rise to the occasion to provide an "inclusive and harmonious platform for students from across the country to come together and pursue studies".
Accroding to officials in the HRD Ministry, Sibal had last month requested UGC to formulate regulations to prevent discrimination in higher educational institutions.
UGC in its meeting on April 2 also deliberated on a set of regulations and finalised them. They included establishment of ombudsman in every institutes who would have the power to hear complaints of discrimination.
