The Centre is in the process of formulating an umbrella scheme for the educational and socio- economic empowerment of transgenders, Lok Sabha was told today.

Replying to a question, the Minister of State for Social Justice and Empowerment, Vijay Sampla, said that an expert panel has been constituted for making an in-depth study of the problems being faced by the transgender community and suggesting suitable measures for ameliorating the same.

The committee had submitted its report earlier in January of this year, he added.

Responding to another question, Sampla said that a scheme was being devised for the rehabilitation of beggars and destitute persons. National consultation meetings were held with the representatives of the central and state governments, NGOs, institutes and individual experts to discuss the issues related to begging.

Through these meetings, a recommendation was drawn up for exploring the feasibility of framing a central scheme for the rehabilitation of beggars.
