"To address the healthcare needs of urban population, particularly the urban poor, there is a proposal for launching NUHM," Minister of State for Health and Family Welfare Sudip Bandyopadhyay told the House in a written reply.

The details of the Mission are being finalised and the lessons learnt while implementing National Rural Health Mission (NRHM) will be the important inputs for formulating the NUHM, he added.

In reply to a separate question on allegation of corruption cases in NRHM, Bandyopadhyay said, "The complaints regarding irregularities in implementation of NRHM have come to knowledge in the Ministry from the states of Uttar Pradesh and Odisha."

In respect to Uttar Pradesh, the matter is being investigated by the CBI and in Odisha, one case of misappropriation of funds was noticed in the Audit Report of 2010-11 in Angul district, the Minister said.

"CBI has registered five Preliminary Enquiries (PEs) in Uttar Pradesh pursuant to the orders of Allahabad High Court on Nov 2011 to enquire into irregularities committed in implementation of NRHM and utilisation of funds at various levels in the entire state from 2005 onwards," he said.

During the course of enquiry into the aforesaid five PEs, 13 Regular Cases have been registered by CBI so far and on the same chargesheets have been filed in three cases, Bandyopadhyaya added.

For action in Odisha, the matter was intimated to the State for necessary action and an FIR was lodged by the Police, he said.
