The budget estimate of any development project in Haryana will be finalised in consultation with social audit committees to be set up for this purpose, which will ensure government officers do not get "free hand" in the process, Chief Minister Manohar Lal Khattar said.
"Government officers will not be given free hand to prepare budget estimates for developmental projects in the state. Social audit system would be implemented under which committees would be set up to ensure participation of people in the development process," he said.
The estimated budget of any project shall be finalised in consultation with these committees. Final payment of the works would also be made through these committees, Khattar said.

The Chief Minister was addressing a public meeting in Hisar last evening after inaugurating and laying foundation stones of various development projects costing over Rs 89.11 crore in the district.
Reiterating his commitment to root out corruption at all levels, Khattar said he inaugurated a bus stand in Jhajjar whose estimated budget was Rs 50 crore, but it was completed with only Rs 33 crore, around 30 per cent less then the initial estimate.
"The state government would ensure maximum development with the available funds," he said.
The pace of development would be further accelerated next year. All demands pertaining to development will be fulfilled provided the department concerned gives feasibility report for the same, the Chief Minister said.
Referring to the cost incurred on development of Hisar district, Khattra said Rs 180 crore have already been spent in the last one-and-a-half year of the present government.
He termed the violence during Jat agitation in the state as "unfortunate" and claimed that it was a "political conspiracy" in the guise of reservation demands.
The government was in favour of Jat reservation and had invited the community leaders for the same, Khattar said, adding "anti-social elements" that were behind the agitation would not be spared.
"Inquiry is being conducted and about 400 people have been arrested. We shall deal strictly with those who will try to divide Haryana," he said.
As many as 1,700 people out of 1,900 victims of Jat quota
stir have so far been compensated for the loss they suffered. Loss of remaining 200 people is being assessed and they would soon be compensated, Khattar said.
Referring to the demand for an international cricket stadium, the Chief Minister said that the department concerned has been asked to carry out a detailed survey for the same.
"We are trying to set up an international airport in Hisar which would boost the state's economy in a big way," he said.
Speaking on this occasion, Chief Parliamentary Secretary Kamal Gupta said around 4,000 acres is available in Hisar for setting up of international airport.
