Govt orders cadre review to fill vacant posts in various depts

Expressing concern over high level vacancies, the government has directed review of various services by the concerned departments in order to help officers and organisations adapt themselves to the changing times.

The cadre controlling authorities have also been told by the government to provide statistical information on their officers and vacant positions timely.

The matter of cadre review was discussed during a recent meeting held here with the representatives of cadre controlling authorities of different services and chaired by Secretary of Department of Personnel and Training (DoPT).

"It was highlighted that the high level of vacancies and lack of recruitment planning are two major areas of concerns. It was added that often ad hoc measures adopted in the cadres distort the cadre structure and, therefore, should be avoided," according to the minutes of the meeting.
 

Highlighting the importance of cadre review, the DoPT Secretary said that it is a matter of grave concern that 15 government services are due for review for more than 25 years.

He said that cadre controlling authorities need to introspect the reasons for such a long delay and should expedite the cadre review proposal.

During the meeting, the chairman said that cadre review should be based on functional justifications and not on stagnation.

"An attempt should be made to anticipate the role of organisation in changing times and to correlate it with the requirements of the cadre," the minutes said.

The DoPT has asked the authorities dealing with the services where the cadre review proposal is due for a long time especially 20-30 years should send the proposal at the earliest, it said.
