The government has proposed to establish Advanced Training Institutes (ATI) under Public Private Partnership (PPP) mode in 14 states, Lok Sabha was informed today.
"Government has a proposal to set up Advanced Training Institutes in Public Private Partnership (PPP) mode in various states including Kerela. The scheme is under consideration of the government," Minister of State for Labour and Employment Vishnu Deo Sai told Lok Sabha in a written reply.
The proposed institutes would be set up in Assam, Bihar, Chhattissgarh, Goa, Gujarat, Haryana, Himanchal Pradesh, Odisha, Jharkhand, Karnataka, Kerela, Madhya Pradesh, Rajasthan and Tamil Nadu.
Replying to another question, he said as per the results of two recent NSSO surveys, conducted in 2009-10 and 2011-12, unemployment rate among the persons of all ages has increased from 2.0 per cent to 2.2 per cent.
According to information recieved from International Labour Organisation (ILO), he said, unemployment rates may differ from data published by national sources due to difference in coverage and definations.
ILO has used an empirical model for estimation according to which the estimated increase from 3.5 per cent to 3.7 per cent is not statistically significant, the Minister said, adding the government relies on estimates released by NSSO.
As per NSSO, agriculture and allied (primary), industry (secondary) and services (tertiary) were the employment intensive sectors.
Sai said the government has decided to strategically promote labour-intensive manufacturing and expand employment opportunities by promoting tourism and agro-based industry.
The government's National Manufacturing Policy aims to create 10 crore jobs by 2022 and the 12th Five Year Plan projects 5 crore new work opportunities to be generated in the non-farm sector and provide skill certification to equivalent numbers, he added.
