The Gurgaon police today signed a memorandum of understanding (MoU) with Management Development Institute (MDI) to study crime data scientifically.
After signing the MoU, Commissioner of Police Alok Mittal and MDI Director Mukul Gupta told the media that the agreement would be on two projects -- 'Shakti' and 'Crime Index'.
Additional Commissioner of Police (Crime) Rajesh Kumar would be the nodal officer for both the projects, and Mittal and Joint Commissioner of Police Vivek Sharma would be interacting with MDI for creating 'Crime Index'.

Mittal said the Crime Index would help calculate crime rate scientifically. For this, the MDI faculty would conduct a basic survey of incidents of crime in Gurgaon: place of incidents, reasons behind them, timings of occurrence, age group of persons involved and age group of victims etc.
It is an exercise to develop an ability to predict the occurrence of crime in advance so that preventive measures can be taken by police. Mittal said this would help in evidence based policing as is done in several foreign countries.
Similarly, in case of 'Shakti' project, the MDI faculty would analyse the calls received on women helpline number 1091 like victim profile, who are persons frequently involved in crime against women, their age group, areas from where number of calls is more, the reasons behind it, the behavior of the call attendant at the helpline desk, whether her response helped the victim in normalising or otherwise, quality of police response etc.
He said that after analysing the data, the MDI faculty would submit its report and the Gurgaon police would take action according to their findings.
