A three-member committee, headed by Chief Minister Akhilesh Yadav, after considering applications for the post of CIC has selected the name of Usmani and had forwarded the same to the Raj Bhawan on Monday last for approval.
Leader of Opposition in Assembly Swami Prasad Maurya and Leader of the House in Council Ahmad Hasan are other members of the committee.
In absence of clearance report of the vigilance commission, which is a mandatory provision, the Governor had sent the file back to the government.
Before being appointed as the chief secretary, Usmani was also posted as secretary in Union coal ministry.
Another technical point in Usmani's appointment is that presently he is chairman of UP Board of Revenue.
Under Right to Information Act any person could not be appointed on the constitutional post while he is in government service.
