Haryana government today said it has issued directions for enforcement of energy conservation building code, which will be applicable to all buildings of certain categories having connected load of 100 kilowatts (kW) or above or a contract demand of 120 kilovolt-amperes (kVA) or above.
Haryana Principal Secretary, Renewable Energy, Ankur Gupta, said the provisions of the code would be applicable to commercial complexes, shopping malls, trade buildings, hotels, motels, restaurants, transit-cum-boarding houses, banquet halls, janj ghars and resorts.
The other such buildings included cinema halls, auditoriums, clubs, convention centers, concert halls, office buildings, banks, public assistance institutions, hospitals, institutional care centers, institutional buildings, information and technology parks, cyber parks and Business Process Outsourcing (BPO) buildings, having connected load of 100 KW or above or a contract demand of 120 KVA or above.

He said these directions would be applicable on the buildings of which the building plans are submitted to the prescribed authority 120 days after the date of publication of these directions in the Official Gazette.
Gupta said no building plan will be sanctioned by any prescribed authority after coming into force of these directions, unless those plans conform to the specifications provided in the Energy Conservation Building Code.
For this purpose, the project developers or their authorised agents would be required to submit a certificate issued by registered architect confirming that the building plans conforms to the code, along with the building plan and formats prescribed by the Bureau of Energy Efficiency, Government of India, he added.
He said while sanctioning the building plan in accordance with these provisions, the prescribed authority would specify various stages of construction of the building at which the building would be got inspected by it to ensure strict adherence to the code.
He said the completion certificate would be granted to all those buildings on which these directions are applicable only if they are constructed in accordance with the Energy Conservation Building Code and the building plan sanctioned in accordance with these directions.
Gupta said in case a project developer or his agent violated the provisions of the Energy Conservation Building Code, or any provisions of these directions, appropriate action would be taken against such project developer by the prescribed authority which may include cancellation or denial of the completion or occupation certificate or such other penalty as may be prescribed.
He said the prescribed authority would amend its building by-laws within a period of four months for strict enforcement of the Energy Conservation Building Code and for prescribing penalties in case of its violation.
