Granting four months time to frame rules for the posting of Scientific Staff in Computer Forensic Division of the Forensic Sciences Department, the Madras High Court today disposed a PIL seeking to frame Service Rules immediately in respect of the posts.
The PIL was filed by M Velmurugan, an advocate.
Disposing the petition, the first bench comprising Chief Justice Sanjay Kishan Kaul and Justice M Sundar said "certainly there cannot be an indeterminate time period, especially as the matter pertains to qualification and terms and conditions of scientific personnel who are involved with investigation of cCrime."

"We thus grant four months time for the said purpose making it clear that the authorities shall remain bound by the time period and hopefully not give a cause to the petitioner to file any contempt proceedings", the judges said.
Stating that it requires persons with post graduate qualification in computer science the petitioner said that it is very difficult to prove in criminal case relating to cyber crime without assistance of the experts who are well qualified as required under the Provisions of IT Act, 2000.
