Posting a PIL, seeking a direction to the state to fill up the posts of SICs ,for hearing after four weeks, a bench comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam said "it is expected that within that period the state will make appointments to posts of SICs."
The Bench said the authorities concerned should take note of the requirement under the Right to Information (RTI) Act, while making the appointments to the posts "that persons having wide wide knowledge and experience in law are also considered for appointment to the said posts."
After the State Advocate General A Navaneethakrishnan sought time to get instructions and file a counter affidavit in response to the petition filed by C R Baskaran, the Bench directed that the petition be put up after four weeks.
According to sub section 5 of section 15 of the RTI Act which prescribes qualification for appointment of the Chief Information Commissioner and SICs, they are required to be persons of emminence in public life with wide knowledge and experience in law, science and technology.
Besides, they are expected to be widely knowledgeable and experienced in social services, management, journalism, mass media or administration or governance.
