Passing the order Justice Sunil Ambwoni asked the Chief Secretary, Jawed Usmani, to file a personal affidavit explaining why action was not taken against 91 unqualified and unregistered medical practitioner of Agra, despite a court order to the effect having been passed in 2011.

Fixing August 24 as the next date of hearing, the court also ordered that an FIR be registered against all the 91 medical practitioners and their clinics be closed within 15 days after putting up a notice for the same in newspapers.

The order was passed on a contempt petition filed by one Shabi Haider Jafri, who had alleged that notwithstanding the order passed last year, action has been taken against only in 11 out of the 91 medical practitioners, who have been identified as unqualified and unregistered.
