The High Court directions came after Rajender, son of slain ex-sarpanch Karam Singh, had earlier alleged police inaction citing that names of two influential persons--former Transport Minister OP Jain and local MLA Zile Ram Sharma, an ex-CPS, were connected in the case.
The Court observed that independent probe was essential to instill confidence in the general public that "rule of law was prevailing in the country".
Rajender had sought appropriate action against Jain, an Independent MLA and Sharma, who had joined the ruling Congress in Haryana from HJC, and their alleged accomplices into the murder of Karam Singh as well as Chamel Singh, key witness and the cousion of the former village head.
Justice Grover said the murder of Karam Singh's cousin within days was intriguing as he was said to be an important link to unravel the cause of (Karam Singh's) death.
"The Court is mindful of the fact that allegations have been leveled against two prominent people in the society, and therefore it would not be safe to entrust the investigation to any agency of the State," Justice Mahesh Grover asserted.
The case had been investigated by the State Police.

The State and other respondents had maintained that the role of the two MLAs has not been established and rather it was a case indicating suicide.
The Judge also observed that crucial aspects of violent death of two persons related to each other could not be merely wished away.
"There are as many as 58 punctured wounds on the deceased (Karam Singh) with corresponding marks on the vest, which he was wearing... These injuries have been wished away as self-inflicted. The thing which disturbs the Court is that a person would not go on a jabbing spree of this kind to inflict injuries upon himself," he said.
"Likewise, the presence of aluminum phosphide in the body and an attempt by the investigating agency to wish away the death as suicide... Is also a superficial explanation," he pointed out.
Karam Singh was found dead near National Dairy Research Institute Karnal, about 130 km from here, on June 7, 2011.
Both Jain and Sharma had resigned after their names had cropped up in the case last year.
Soon after the case came to light, main Opposition INLD had demanded a high-level independent probe into the matter.
The INLD today said it welcomes the CBI probe so that truth could come out and also demanded that Jain and Sharma be arrested immediately and security cover be provided to both the "victim's families".
