HC orders removal of students hostels from residential complex

The Orissa High Court today directed that residential houses converted into commercial complexes like hostels, shops, restaurants and service stations in the satellite city of Abhinav Bidanasi here should be dismantled soon.

The HC also directed Cuttack Development Authority (CDA) to implement the order within two months.

"Take a decision on the notices issued to plot allotters who have deviated from the approved plan and terms and conditions of the allotment as expeditiously as possible within a period of two months," said the order passed by the HC.

Disposing of a writ petition filed by advocate Patitapaban Panda, Justice Kumari Sanju Panda asked the Commissionerate police to extend requisite cooperation to CDA in removing the illegal structures and establishments coming up in the residential locality of Abhinav Bidanasi.
 

The judge also asked CDA to immediately shift the city bus stand from residential locality to a nearby open space.

The HC had in December last year asked CDA to initiate steps to dismantle students hostels in the locality as they had come up illegally violating the Orissa Municipal Corporation Act-2003 and Orissa Development Authority Act of 1982.

In pursuant of this order, CDA had issued notices to 100 establishments, including 40 hostels.

The petitioner had maintained that some unscrupulous persons by virtue of false affidavits had managed to obtain residential plots in the area and constructed multi-storeyed buildings on it and were renting them for hostel purposes.
