In a counter to the petition by the Dhaya Engineering College, set up near here by the M K Alagiri Educational Trust, university Registrar Dr.Shanmugavel said the construction made by the petitioner was a super structure which involved multiple floors and the stability of this building had to be ascertained by the competent authority.

The Petitioner has not submitted before this court the necessary country planning approvals and structural stability and fire and safety certificates. The institution also lacked the vital security clearance, he contended.

The Public Works department had stated that it had not issued any structural stability certificate. The director of Town planning had stated that classrooms and other building were built violating government norms.

Besides, though three defects pointed out by the Inspection Committee of the university last year had been rectified, in view of the time gap of nearly 12 months since the full-fledged inspection, the present academic standards of the institution had to be verified, he said.

The application for affiliation was pending with standing committee, which should review the reports of the inspection committee and make appropriate recommendations.

He said in order to honour the application made by the college for the forthcoming academic year 2012-13,the same would be processed and considered for grant of provisional affiliation as per merits and prevailing rules and regulations.

Justice Vinod K.Sharma reserved the judgement without mentioning date.
