Justice Tarun Agarwal passed the order on November 26 after Uttar Pradesh government failed to furnish its reply.
He also directed the government to pay Rs 20,000 to the constable within four weeks of passing the order.
Constable Laxman Verma had challenged his transfer from Noida to Gorakhpur vide an order dated October 17.
The court passed the judgement following the state's failure to file a counter-affidavit on the petitioner's allegation that his latest transfer was his fourth in one-and-a-half months.
"Since no reason is forthcoming, the court finds that the action of the respondents is wholly arbitrary and cannot be sustained," the court remarked, quashing the impugned transfer order.
