"The entire health care system is diseased and the government knows it just like the way they knew about the death of infant in G B Panth hospital," DAK, which has over 1,700 doctors of various hospitals as its registered members, said in a statement.
The Association alleged that there is a "gross mis-management and malfunction in the whole health care system".
It said not only G B Panth hospital, but "all peripheral hospitals lack manpower and infrastructure" and no hospital is equipped with neo-natal intensive care unit.
Nearly 900 infants died at the G B Panth hospital last year and the toll this years stands around 370 as a preliminary probe ordered by government found the hospital lacked manpower, equipment and overall management.
"Doctors can never cause genocide, but genocide has taken place, and doctors are not responsible," the association said adding the government was trying to project that 'all is well' when nothing is well.
The DAK said it had proposed that ventilators should be bought with the money which was spent on the "extravaganza and rave" on the golden jubilee celebrations of the Government Medical College last year.
"But DAK was gagged and few innocent young doctors were put behind bars," the association said.
The association said doctors have been "bashed at every forum" and have been "demonised" so they are not in a position to raise issues.
"(Our) credibility has been blemished, confidence has been shattered and macerated," they said.
The doctors association alleged that the life of the patients is being "jeopardised" to accomplish achievements.
"What is being asked is how many cesarean sections have been done and not how many normal deliveries have been conducted. With the result that many mothers who would deliver normally are operated upon, under the pressure of (inflating) the work done," they said.
The association said as thousands of doctors, nurses and paramedics are jobless, hospitals are "overburdened" with patient rush.
"One doctor has to see at an average 80-100 patients in a day. Is he (doctor) not liable to misdiagnose - who is suffering, poor patients," it said.
The doctors association said "planners and managers" have failed "in their duty and failed the society".
