Raising objections to the appointment of 'good governance associates' in Haryana, former Chief Minister Bhupinder Singh Hooda today said the BJP government in the state has lost faith in its officers and is developing a parallel system.
"This unfortunate decision is against all rules and the Constitution," he claimed.
"The government's decision clearly proves that it has lost faith in its officers and now a parallel system is being developed. This is an insult to the 2.5 crore people of Haryana and also to the entire administrative machinery of the state," he said in a statement.
Calling it "strange", he said, "these associates will interfere in day to day affairs of the administration, but without any accountability nor they will be governed by any service rules. They will draw hefty pay and perks and put burden on the state exchequer."
Hooda further said the state's administrative officers are "already demoralised due to the unwanted interference by the BJP ministers and the RSS leaders".
"Often there is confrontation between the ministers and the officers," he claimed.
Haryana Chief Minister Manohar Lal Khattar yesterday had an interaction with the 22 newly-appointed 'good governance associates'.
The associates, aged between 21 and 29 years, have been appointed for ensuring good governance and transparency in the working of the district administration and implementation of central as well as state's schemes, Khattar had said.
