Himachal Assembly's e-Vidhan project to make assembly proceedings paperless has been included among three ambitions projects taken up by National Informatics Centre Services Incorporated (NICSI) for replication by other states, HP Assembly Speaker B B L Butail said today.
"Several other states have shown interest in implementing the Himachal e-Vidhan model and during the recent conference of speakers, Information Technology (IT) department of Union government has included it among three projects of NICSI along with Aadhaar Enabled Biometric Attendance Scheme (AEBAS) and Jeevan Pramaan for digital life certificates to pensioners," he said.
The project not only helped in saving of Rs 14.5 crore but also saved thousands of trees from being axed and this green initiative, if adopted by all the states, could help save thousands of crores, he claimed.
Butail said the Rs 8.12 crore project has been implemented successfully and against anticipated saving of Rs 15 crore on paper, the actual saving was Rs 14.3 crore, which was commendable.
The project would also drastically reduce the physical movement of files from Secretariat and departments to Assembly during the sessions, resulting in saving of time and fuel.
The budget session of Assembly commencing on March 11 next would be totally paperless and the hard copies of Budget documemnts and Governor's speech would be made available online and hopefully, all concerned including the ministers, MLAs, media and officials would adapt to the shift, he said.
The project would also be implemented in Dharmasala complex of Assembly and a Rs 8 crore project proposal has been sent to the Centre for approval, Butail said, adding, members have started sending questions online to which departments are replying through e-Vidhan system.
The Assembly secretariat has so far received 455 questions, 381 starred aand 74 unstarred and 99 questions have been received online, he said.
