In a letter written to Singh, the Chief Minister said the people in these areas were facing acute problems and unable to maintain their house and other structures.
The Archaeological Act, the National Monuments Authority Rules, 2011, and the Ancient Monuments and Archaeological Sites and Remains Rules, 2011, prohibit construction or renovation of buildings within a 100-mt radius of monuments declared as ancient and protected, Dhumal said in his letter.
The hill state has 40 protected monuments spread over eight of the 12 districts and a large number of people are affected by provisions of these rules.
"The Act has been passed with the objective of protecting and preserving the heritage but these are turning out to be against the very spirit of culture, heritage conservation and preservation," Dhumal said.
He said the provisions were acting as barriers for the people who were major stakeholders.
The state Assembly had unanimously passed a resolution December 21 last year seeking amendment in the Act.
