HP govt approves policy to prevent indiscriminate transfers

To shield state government employees from indiscriminate transfers, Himachal Pradesh government has approved the amended Comprehensive Guiding Principles-2003.

As per the amendment transfers, during the ban period if needed, would be ordered with the prior approval of the Chief Minister only. A decision to this effect was taken in a Cabinet meeting held under the chairmanship of Chief Minister Virbhadra Singh last night, a source said.

Transfers would be permitted only in such circumstances when there was immediate need to fill up vacant posts in tribal, difficult or hard areas.

Similarly, transfers would be ordered during this period to fill up the vacancies arising on account of retirement, promotion and creation of new posts and in the cases where employees are transferred on account of disciplinary proceeding, vigilance cases or criminal proceedings.
 

The Cabinet also decided to upgrade Community Health Centre Sunni in Shimla district to 50 bedded Civil Hospital, benefiting about 38,000 population of Sunni development block and about 40,000 population of Karsog area of Mandi district, the source added.
