A former IAS officer, who was at large, was arrested on Tuesday by the Himachal Pradesh Vigilance Bureau in connection with a recruitment scam, an official said.

Surendra Mohan Katwal was arrested from Una district and sent to a jail here by a special judge. He is a former chairman of the Himachal Pradesh State Subordinate Services Selection Board, the vigilance bureau official said.

He said Katwal was declared a proclaimed offender by a court after he disappeared from the state and did not surrender even after being given several chances in the last two years.

He was given five chances to surrender but he failed to comply and finally was taken into custody from Una following a tip off, he said.

Katwal was sentenced to one-year imprisonment by the Himachal Pradesh High Court in the case, but Katwal went underground, the official said

He said a court here had given him a three years sentence, but Katwal appealed to the high court which reduced it to a year. He had also appealed in the Supreme Court, but it upheld the high court's order.

Thereafter, Katwal was asked to surrender. However, he disappeared and was declared a proclaimed offender, the official said.

The former IAS officer is facing various cases in connection to the recruitment conducted by the board when he was chairman, he said.
