Haryana Urban Development Authority (HUDA) has framed a 'Onetime Settlement Scheme' to decide all oustees claims pending in the state.
The OTS has been framed to minimise the litigation filed by land owners claiming residential plots under the oustees category.
Disclosing this here today, a spokesman of HUDA said that under this scheme, reservation quota of oustees has been increased to 50 per cent from earlier 8 to 10 per cent to settle all pending claims.

Now, 50 per cent of total plots available on the date of advertisement would be offered for allotment to the oustees under the scheme, he said.
This would include all un-allotted plots available in the sectors floated or developed during last five years, he said.
These un-allotted plots would be allotted to oustees alone through draw of lots, he said.
Giving details about the process of allotment under the scheme, he said that each oustee would have to apply afresh under one time settlement scheme.
The application under the new advertisement to be issued would not be sector specific and allotment would be made in any of the sectors advertised by draw of lots within the same urban estate.
The allotment of plot to oustees would be made at current reserve price of the sector concerned where the oustees are declared successful in draw of lots.
The sale or transfer of plots allotted, under the scheme, would not be allowed for a period of five years from the date of issue of allotment letter, he added.
He said that oustees include the litigants whose litigation is pending before any court or forum including appeal before HUDA.
They would be eligible for consideration for allotment if they had not availed benefit of allotment of plot of any urban estate from HUDA and his/her land has been acquired for the same urban estate irrespective of the sector.
The oustees who fail to apply under the scheme would forfeit their right under oustees claim for allotment of plot in future, he said.
