speech praising the state government for its endeavour to root out corruption by confiscation of the ill gotten wealth of public servants and other measures. Konwar patted the state government for ushering in economic development with social justice agenda for prosperity and welfare of all sections of the society, besides measures taken for improvement of health and educational infrastructure in Bihar. Amid the fracas, the Governor read out the 21-page speech over 70 minutes before heading for the Raj Bhawan. An independent MLA Rashmi Jyoti stood for the entire duration of the Governor's speech carrying a banner demanding prohibition on alcohol. Outside the gate of the state assembly, RJD MLA Dinesh Kumar Singh sat on dharna carrying liqour bottles to draw the Governor's attention for demand to ban alcohol in view of its grave socio-economic consequences, particularly in rural Bihar.
