During his three-day visit beginning Wednesday, Ramesh will also meet Sri Lankan President Mahinda Rajapaksa and other leaders including External Affairs Minister G L Peiris and Minister of Economic Development Basil Rajapaksa.
Ramesh will deliver a keynote address on Thursday at the function where the agreement will be signed between New Delhi- based Research and Information System for Developing Countries (RIS) and Laxman Kadiragamar Institute for International Relations and Strategic Studies (LKIIRSS).
RIS, an autonomous think-tank under the External Affairs Ministry, is an organisation that specialises in policy research on international economic issues and development cooperation.
Colombo-based LKIIRSS is a multi-disciplinary research forum dedicated to analysing Sri Lanka's strategic interests in the realm of international relations, within the contemporary domestic and global contexts.
Ramesh, who will meet President Rajapaksa at his office on Thursday, will speak on 'Changing Role of India in South Asia' at Bandaranaike Centre for International Studies (BCIS).
He will also visit Kelaniya Temple, a Buddhist place of worship in Sri Lanka, on Friday before his departure for New Delhi.
