The changes were necessitated after Pranab Mukherjee was elected as the President and the recent Cabinet reshuffle.
According to an official spokesperson, the reconstituted Council will have Chief Minister of all states and Union Territories and six Union Ministers which will see Railways Minister Pawan Kumar Bansal's entry.
The other five are Agriculture and Food Processing Industries Minister Sharad Pawar, Finance Minister P Chidambaram, Home Minister Sushilkumar Shinde, Petroleum and Natural Gas Minister M Veerappa Moily and Urban Development Minister Kamal Nath.
The number of permanent invitees has been reduced from six to five with Law Minister Ashwini Kumar as the new entrant. The other four are Health Minister Ghulam Nabi Azad, Science and Technology Minister S Jaipal Reddy, Road and Transport Minister C P Joshi and Chemicals and Fertilisers Minister M K Alagiri.
Inter State Council, formed on recommendations of Sakaria Committee in 1990, discusses issues, in which some or all of the states or the Union have a common interest.
It also makes recommendations for better coordination of policy and action and deliberates upon matters of general interest to the atates as may be referred by the Chairman to the Council.
