Work refinery project site came to a grinding halt since three days after CISF jawans opened fire injuring seven labourers on Monday.

IOCL's refinery project at Paradip is scheduled to be commissioned by the end of 2013.

Eight trade unions have joined hands to protest the firing incident demanding immediate transfer of the security personnel responsible for the incident and a high-level administrative probe into the episode.

As the issue remained unresolved affecting project work, the Executive Director of IOCL Madhusudan Vijaywargiya met Odisha Home Secretary U N Behera seeking state government's intervention to restore normalcy at the site.

While Behera suggested to Vijaywargiya to take up the matter with the district collector of Jagatsinghpur, the IOCL authorities appeared unhappy over the remark.

"Stoppage of work for a temporary period will have a long term impact. Though the state government has been supportive, we need more support to ensure early resumption of work at the project," Vijayawargiya said.

The Centre approved the IOCL project in 1998. Project cost of the refinery project has escalated from Rs 8000 crore in 1998 to nearly Rs 30,000 crore now. IOCL was the only mega-project which was making discernible progress while work at Posco and other major projects failed to take off.

The CISF personnel deployed in the Oil Refinery at Paradip had opened fire to prevent labourers without valid pass from forcibly entering the premises, police said.
