"Corruption has been legitimised in Jammu and Kashmir as the present regime has failed to introduce transparency and accountability in governance", PDP patron Mufti Mohammad Sayeed said in a public meeting at Hiranagar.
The names of higher-ups in the government have also figured in a number of corruption cases, he added.
Sayeed reiterated the resolve of his party to evolve institutional arrangements to curb the menace of corruption in the government and administration.
"Although, corruption has sneaked into the government, anti-graft institutions like State Accountability Commission (SAC) have been virtually made non-functional", he observed.
He said the SAC should be equipped with an independent investigating agency to ensure proper investigation of the cases against the higher-ups.
Supporting the campaign of social activist Anna Hazare, Sayeed said, the Lokpal mechanism should be equipped with an independent investigating agency.

"With the support of the people, PDP wants to change the present corrupt system and to establish a new dispensation of justice and equality", he said.
Speaking about the achievements of his PDP-Congress regime, Mufti said, "It was for the first time that an international agency - Asian Development Bank had sanctioned Rs 3,000 crore for development projects in Jammu and Kashmir".
"PDP biggest achievement was that it convinced both India and Pakistan to take some bold Confidence Building Measures to establish lasting peace in the border region", he said.
On the release of Surjeet Singh from Pakistan jail, Mufti said, relations between the two countries have improved but more CBMs need to be undertake to further strengthen the bond.
