"The Jammu and Kashmir administrative machinery was misused by the ruling coalition and every effort was made to lure the Panches to vote in favour of their candidates," BJP state spokesperson Nirmal Kamal told reporters here.
"Chief Minister Omar Abdullah and his entire government machinery have succeeded in securing the victory of their candidates by resorting to unfair means," Kamal said.
