"The NDA government is neck deep in corruption and the scourge has been institutionalised so much that preparation of the Detailed Project Report of one km road costs Rs 50 lakh," the former minister said at a function here.
He alleged that scams have taken place in repair and maintenance of the zamindari dams (to the tune of Rs 500 crore), welfare schemes for APL/BPL families and implementation of Indira Avas Yojana.
Paswan, who represents Mohania Assembly seat from Kaimur district, rued that deserving people have been deprived of assistance for construction of pucca houses and the benefits have gone to influential people owning concrete houses.
He contested the state government's claim that it has spent crores of rupees for poverty alleviation and said the fact was 52 lakh people have migrated for livelihood.
He also claimed that most of the poor people have slumped to acute poverty during the NDA rule.
Paswan hit out at Kumar for scrapping the MLA/MLC local area development fund by suspecting all legislators to be corrupt and wondered as to how the chief minister could claim to be clean when all his MLAs/MLCs were deemed to be corrupt.
The JD(U) MLA said Bihar lawmakers were left with only two schemes -- toilet and urinal construction -- and asked the Chief Minister to take these away and incorporate them under the Chief Minister Development Scheme.
He slammed the NDA government for its "divide and rule" policy by carving out mahadalit from dalit communities.
