Jharkhand government is working on a zero tolerance policy to eliminate corruption and taking all possible steps to provide a clean, sensitive and transparent administration to the people, Governor Droupadi Murmu said today.
"Our government is committed to rid Jharkhand of corruption and it is working on a policy of zero tolerance," Murmu told the Assembly on the opening day of the Budget session today.
She said the state Anti-Corruption Bureau (ACB) was given more teeth and results were there, adding she believed that corruption would be rooted out from the state.
She said the ten aims of the government to make the state prosperous were public participation, cleanliness, rooting out corruption, hassle-free traffic, electricity, health, agriculture, irrigation, education and women empowerment.
The government was taking all possible steps to give a clean, sensitive, transparent and responsible administration as its aim was also to develop villages, farmers and bringing smile to the last person in the society.
She said the government has already taken various steps in accomplishing a prosperous and developed Jharkhand.
In a Parliamentary system, people were the source of all
power, Murmu said, adding the state has responsibility for all round development and progress, which could be derived only through the participation and cooperation of the public.
Touching upon various areas, the Governor said the state has taken up a unique campaign---"Hamari Yozana, Hamara Vikas (our scheme/our progress)" in which ministers, MLAs,officials, educationists, intellectuals and even Chief Minister Raghubar Das are going to villages to connect people with the schemes.
She said this initiative would help provide a practical Budget by making assessment of the requirements of people and hoped that the results would be there at the earliest.
Murmu said that so far the villages have chosen approximately about two lakh yojanas (schemes under the initiative).
Stating that the government's priority was also to take development to those people in ST/SC category, who could not get benefits of development for one or the other reason, she said the government was moving forward together with all.
To bring Naxalites into the mainstream, she said the surrender policy has been restructured under which several ultras had surrendered, which was a commendable step in maintaining peace.
The Governor said the government was successful in fulfilling its announcements made last year and accomplishing is targets.
The government's aim was also to develop villages, farmers, and bringing smile to the face of the last persons of the society, she said.
On expansion and development of education system, the
Governor said Jharkhand government has planned to appoint 18,000 school teachers in the next six months.
In 2015/16, 15,000 teachers were recruited in primary schools and 1,717 in middle schools, she said.
She said a separate department has been made to develop higher and technical education.
The government, she said, has also taken a decision to set up Jharkhand Institute of Craft & Design.
54 panchayats have so far been made free from open defecation under the 'Swachh Bharat Mission', she said.
A total 23,445 private toilets were made and 49 villages were declared free from open defecation under 'Namami Gange Pariyozna', she said, adding 200 more panchayats would be made free from it by March this year.

For speeding up investment-related matters, the
government has implemented 'Single Window System' and developed 'Advantage Jharkhand' portal, the Governor said.
Stating that a 'Land Bank' has been created in every district with an aim to make land available, she said Jharkhand finishing as the third state in the country in 'Ease of Doing Business' was a notable achievement for the state.
Murmu said a Special Investigation Team (SIT) has been set up to look into illegal transactions of tribal and government land and steps to prevent such transactions in future.
Intermittently, the Opposition members raised slogans during the speech.
