"The all-party meet can discuss positive provisions of amendments carried out in the Indian Constitution and can well chalk out amendments on the same pattern keeping in view the interest of the people of Jammu and Kashmir," CPI(M) state secretary M Y Tarigami said.

Any delay in empowerment of these grassroots level bodies was bound to erode the essence and sanctity of these institutions, he said.

"Doing politics over the empowerment of PRIs tantamounts to doing injustice to a man living in some remote rural area of our state who voted just to ensure he gets better roads, power and water.

"The empowerment of these local body institutions should be pushed and pushed hard and there should be no further delay," he said at a convention organised by the Kisan Tehreek at Achabal in south Kashmir
