The Jammu and Kashmir school education department is considering establishing a separate mechanism for dealing with requests for transfer on grounds such as health, marriage or security, an official spokesman said today.

The department, through an order issued by education secretary Farooq Ahmad Shah, has also asked the officials concerned not to clear any such transfer without the approval of the competent authority till the new mechanism is in place.

"It is enjoined upon the directors of school education of Jammu and Kashmir valley and all the chief education officers not to effect any transfer of teachers, masters and lecturers within their respective provinces, districts and zones in any case on any ground henceforth at their own level without the prior approval of the competent authority," the order read.

The spokesman clarified that the order is limited to transfers made on specific requests, and that for all other general transfer cases, decisions will be made as per the existing policy.

"In respect of requests of transfer made on specific grounds like security, health or marriage, a separate mechanism is under consideration of the school education department and will be notified shortly," the spokesman said quoting the order.

At a meeting with officials of the school education department yesterday, Education Minister Syed Mohammad Altaf Bukhari asked them to fill up vacant post in the education department expeditiously. Bukhari also discussed issues related to development aspects of the education sector, the spokesman said.
