"The computerisation of treasuries under mission mode of national e-governance, commonly known as Integrated Financial Management System (IFMS), has been approved at a cost of Rs 34.06 crore and is expected to be complete by March 2013," Rather said.
He also said that to properly maintain the service record of employees, the state has launched a Centralised Personal Information System (CPIS).
Insisting on maintenance of the Budget Control Registers, the minister said that in no case the Drawing and Disbursing Officers (DDOs) should be allowed to exceed the allocations.
Speaking at the 10th periodical meeting of the treasury officers, representatives of Accountant General, Stamps and J&K Bank, the minister said that any irregularity in the payments will not be tolerated.
"No irregularity with regard to the payments in excess of the proper allocations will be tolerated", Rather said, adding, "delinquent officers shall have to face strict action including removal from services".
The minister said efficient functioning of the treasuries determines the image of the government and stressed on strict adherence to the norms and guidelines.

"Accounting should be accurate, as it reflects on the financial face of the state", the minister pointed out.
Rather also instructed the officers not to release any payment unless drawals for the previous month are verified by the concerned DDOs.
