There is an overwhelming view in the JPC, which has already got two extensions, that there was no need to call the former ministers as witnesses as enough material was available in the form of documents and presentations by officials to prepare its report, sources said.
The JPC had earlier decided to call all former Telecom Ministers, including Raja, before it in connection with the probe into the high-profile scam.
There were also demands within the Committee for calling Home Minister P Chidambaram in view of certain allegations against him in the spectrum allocation of 2008 when he was the Finance Minister.
JPC Chairman P C Chacko did not directly confirm that no former minister would be called.
He merely said that the JPC proposes to prepare the draft report by September and table the final document before Parliament by the end of the Winter session after discussing it for two months.
"Because we have finished examining all the important witnesses - former TRAI chairmen, CAG, CBI, Finance Ministry and Law Ministry officials - now we have enough information to draft our report.
"But if the committee finds it necessary to summon more people we will discuss that. We have a long list of witnesses suggested by members. But they may not find it important to summon many of the names suggested earlier," Chacko said.
