Afghanistan President Hamid Karzai will deliver the 5th Hiren Mukerjee Memorial Annual Parliamentary Lecture here on December 13.
The theme of the lecture will be "Afghanistan's Experience in Constitutionalism and Democracy: Lessons We Take From India".
