The Himachal Pradesh Congress today submitted a memorandum to Governor Acharya Dev Vrat over the killing of a lady officer and expressed grave concern over "deteriorating" law and order in the state.

Assistant Town and Country Planner Shail Bala Sharma was shot dead on May 1 when she had gone to supervise the demolition of unauthorised construction at Kasauli's Narayani Guest House where its owner Vijay Singh allegedly shot at her. She later succumbed to injuries.

A Congress delegation comprising leader of the CLP Mukesh Agnihotri, HPCC chief Sukhvinder Singh Sukkhu and other senior party leaders met the governor today and handed over the memorandum.

The law and order has virtually collapsed and even minor girls are not safe and a bizarre act of the killing of the lady officer on duty was an eye-opener, the Congress said.

Meanwhile, the Congress workers staged demonstrations at several places in the state and burnt an effigy of Chief Minister Jai Ram Thakur.

Even after four months in office, the chief minister has failed to have grip over the administration and day light murder of the lady officer was a reminder of worsening law and order in the state, Sukkhu said.
