"The priority of the state government and police is to catch the accused person at the earliest," he told reporters here.
If there has been any lapses in the investigation, a stringent action would be initiated against the concerned police personnel, Sukhbir said.
Meanwhile, Punjab DGP Sumedh Singh Saini said 13 persons have been arrested in the kidnapping case.
Fire arms and vehicles used in the crime have been recovered, he said adding, efforts were being made to arrest main accused identified as one Nishan Singh.
A 15-year-old girl, a class X student, was allegedly kidnapped at gunpoint in Faridkot on September 24.
