"Any law may help in checking corruption in the country, but it will not be able to do so in a decisive manner," Chaturvedi told reporters after taking part in a Red Cross society programme here.
"For curbing it (corruption) in a decisive manner, a strong initiative at the level of society has to be taken," he said, to a poser on if Lokpal alone will be able to root out corruption from the country.
In an apparent reference to recent protests by Anna Hazare and Baba Ramdev, he said there was no need to launch an agitation on the issue when the matter was pending in Parliament.
"Law will be framed in Parliament and not on Jantar Mantar or the Ramilala Maidan," Chaturvedi said.
The Select Committee is deliberating on the issue in detail and has invited suggestions from people across the country as per the parliamentary practices, he said.
Once the committee finalises its recommendations and suggests amendments, if any, in the present Bill, only then it will submit to the House for enacting it, he explained.
However, Chaturvedi did not specify any time frame for the same.
On the decision of Team Anna to float a political party, he said "it was clear from earlier itself and now they have specified their intentions."
"There are more than 50 political parties in the country and Congress had always fought them. One more is welcome as our Constitution has given an individual a right to contest elections," he said.
Meanwhile, to a question of groupism in the Congress in Madhya Pradesh, he said all factions of the party have to unitedly raise the issues concerning people.
