Lawyers' dharna at Jantar Mantar on Aug 8 against HER Bill:BCI

A BCI statement said the lawyers would be holding dharna to mark their protest against the Higher Education and Research Bill, which is slated to be introduced in Parliament on the same day.

The bill has been facing strong opposition from the apex lawyer's body which has alleged that it is aimed at usurping the BCI's control over legal education.

"We had already decided to hold a dharna at Jantar Mantar in August. Today we fixed it for August 8 as the Parliament's monsoon session begins from that day and the HRD Ministry intends to introduce the Bills that day itself," BCI Chairman, Manan Kumar Mishra said.

 

Apart from the HER Bill, the BCI is also opposed to the National Accreditation Regulatory Authority for Higher Educational Institutions Bill, 2010, the Foreign Educational Institutions (Regulation of Entry and operations) Bill, 2010 and the National Law School Bills, 2011.

"The Bar Council of India and the state bar councils have also decided to hold a peaceful rally of lawyers on August 27, 2012 and the procession of more than 20,000 lawyers will start from Jantar Mantar in order to 'gherao' the Parliament," he said.

The apex lawyers' body is also opposing the proposed bills on the ground that entry of foreign institutions would become easier and several of its functions under the Advocates Act, 1961 are likely to be taken away by the government.

The BCI chairman made it clear that the lawyers' bodies are "not going to tolerate any attack on the independence of their profession" and will oppose the bills "tooth and nail" until the Human Resource Development (HRD) Ministry accepts their demands.
