Taking strong exception to an NIA report against Delhi Police's Special Cell, the government has indicated tough action on delinquent officers who had allegedly "framed and fabricated" terror charges against a Kashmir resident returning from Pakistan-occupied Kashmir.
The NIA report spoke about alleged involvement of five officials including one of the rank of Deputy Commissioner of Police in "fabrication of charges" against Liyaqat Shah in March 2013 when he was returning with his family from Nepal.
The NIA, which filed a charge sheet against Sabir Khan Pathan, an 'informer and follower' of Delhi Police's elite Special Cell, sent a separate report to the Home Ministry about the role of these personnel. A copy of the final report was annexed with that report.
Top Home Ministry sources today said that the government has taken a "strong note" of the findings by the NIA that Delhi Police filed allegedly "false case" against Shah.
"Ministry may take action against delinquent officers, who were responsible for framing the fabricated terror charges against Shah," a source said, adding that fresh guidelines would be issued to the state soon to prevent such cases in future.
NIA, which filed a charge sheet on Saturday, had given a clean chit to Shah and accused Pathan of planting weapons at Haji Arafat guest house at Old Delhi.
After disclosing Shah's arrest on March 20, 2013, Delhi Police had claimed that he belonged to Hizbul Mujahideen who was in the national capital for carrying out terror strikes.
The arrest evoked angry reactions from the then Chief Minister of Jammu and Kashmir Omar Abdullah who demanded a probe by NIA.
