A view is gaining ground that the bill be referred to the Joint Select Committee (JSC) due to lack of consensus, the minister, who declined to be identified, said.
He noted that the bill is likely to be brought before the upper house by evening.
Last night, the government had circulated notice of amendment to the Bill especially on the Lokayukta provision leading to speculation that the measure could be brought for consideration and passage.
When the Bill comes up before the House for discussion, it may be referred to a Select Committee of the House or a Joint Committee of the two Houses.
The Select or the Joint Select Committee considers the Bill clause by clause just as the two Houses do.
The absence of consensus on key provisions of the legislation including the one dealing with Lokpal's superintendence over CBI appeared to be deterring the government from bringing the bill in the Rajya Sabha.
The bill has already been passed by the Lok Sabha.
