Lokayukta Justice Manmohan Sarin, in an order, held Subhash Jain, former councillor of ward number 25 in Jyoti Nagar of North Delhi, guilty of allowing to help raise unauthorised construction.
The Lokayukta had decided to initiate the probe in December last year after a news channel telecast a sting operation purportedly showing that money was demanded for allowing illegal construction.
Sarin recommended to Khanna that a censure be issued to Jain for "misconduct."
It was a clear case where Jain assured help to the "decoy builders in raising unauthorized construction for illegal gratification", it said.
"The Councillor though claiming to be a religious person having spent his life in worship in temples made his greed for illegal gratification obvious and apparent during his talk with the decoy builders when he blatantly settled for a gratification of sum of Rs 5 lakh in lieu of his service of exercising his influence upon the Municipal authorities," the Lokayukta in the order said.
Jain, in his defence said the sting operation was carried out with "malafide" intention at the behest of his political adversary".
