Baijal has also appointed G Narendra Kumar, a 1989-batch IAS officer, as the Principal Secretary (Services).
The Lt Governor has also relieved A Anbarasu from the post of the Secretary (Services). The officer was recently transferred to Puducherry.
Singh's predecessor Chandra was at loggerheads with the Aam Aadmi Party (AAP) government.
In July this year, the Privilege Committee of the Delhi Assembly had summoned Chandra in connection with a case related to the irregularities in the tendering process of 14 sewage treatment plants along the Yamuna river.
In the meeting, the officer had heated arguments with the members of the committee over the issue.
