Maharashtra cabinet today approved the draft of Governor Ch Vidyasagar Rao's address to both the houses of the State Legislature, which meets from November 10.

"There were about 88 points which will be highlighted in the speech. The address of the Governor is expected to showcase BJP's vision of development. A presentation of all the 88 issues were made to the cabinet," an official said.

The BJP government headed by Devendra Fadnavis was sworn in on October 31.

The minority government will prove its majority in the house on November 12.

NCP, which has 41 MLAs, will abstain from the House to facilitate the trust vote in favour of the BJP. The Governor's address is likely to take place after all the newly-elected legislators are sworn-in.

"The address will be before the Government seeks trust vote on November 12," an official added.

Meanwhile, the senior most legislator Ganpatrao Deshmukh of Peasants and Workers Party (PWP), who has been elected for the record eleventh term, will not be the protem Speaker due to ill health.

"In his place, CPM MLA Jiva Pandu Gavit from Kalwan assembly constituency in Nashik district, who is the senior most after Deshmukh will be the protem Speaker," a minister said on the condition of anonymity.
