"We have asked the Additional Chief Secretary (Home) to prepare a master-plan to see that the budget allocated to the Department is spent within a year. A manual needs to be prepared to overcome the lacunae," Minister of State for Home Satej Patil told reporters here.
The minister said that once the budget is approved, there was no need to forward it to the Finance and Planning Department for further approval, as the procedure is very time-consuming.
"It is important for every department that once the budget is allocated, it shouldn't be further sent to the Finance and Planning Department for approval, as it involves a lengthy procedure," he said.
Sources in the Home Department said that even the Chief Minister and the Deputy Chief Minister are of the view that once the budget is allocated to a particular department, it should not be sent forward for any further clearance from the Finance and Planning Department.
Sources added that Patil apprised Chief Minister Prithviraj Chavan on the issue in the presence of Deputy Chief Minister Ajit Pawar, who also holds the Finance portfolio.
