Make public the reason for Shukla's reinstatement: IPS officer

A senior IPS officer has requested the Uttar Pradesh government to make public the reason for reinstatement of a scam-tainted bureaucrat.

An accused in the NRHM scam and former Principal Secretary of Health and Family Welfare Department, Pradeep Shukla, was recently released from jail on health grounds, was reinstated by the state government and posted in the revenue board yesterday, but no no formal announcement was made in this regard.

Senior IPS officer, Amitabh Thakur has, however, requested the Chief Secretary to make public the reasons for sudden reinstatement of Shukla.

"IAS officers are suspended under Rule 3 of All India Services Discipline and Appeal Rules 1969 where Rule 3(8) says that these suspension need to be reviewed after 180 days. Under these Rules a Review Committee under the Chief Secretary has been formed for this purpose", Thakur said.
 

The review committee had so far been regularly recommending to keep Shukla under suspension, he claimed, and said, hence it is imperative that the facts and circumstances that made the Committee "suddenly change" its opinion on suspension be made public in this matter of serious corruption.

Shukla was arrested by the CBI and lodged in Dasna jail for 90 days for his alleged role in Rs 5,500-crore scam related to the National Rural Health Mission (NRHM).

He was also mission director of the NRHM when the scam took place between 2007 and 2011. Allegedly protected by the Bahujan Samaj Party (BSP) government, he was suspended by the Samajwadi Party (SP) government in 2012.
