Harvinder Tokas was among the 18 students who were found to have allegedly used forged marksheet to get admission Deshbandhu College in 1997.
The issue came to light in 1998 and 17 people were arrested and charge sheeted but Tokas evaded police since then.
"He got admission in BA Political Science. His marksheet was found forged and he was absconding since registration of a case. The residential address given by accused in admission form was also found bogus. He was declared proclaimed offender," a senior police official said.
According to the official, police got an input about Tokas residing with his in-laws in Kishan Garh in Vasant Kunj and conducted a raid there yesterday. He was arrested.
Police also recovered the forged marksheet on the basis of which he had secured admission from him.
