The proverbial long arm of the law today caught a 50-year-old man, evading police for the past 30 years in an attempt to murder case in Punjab.

Balkar Singh, who was declared a proclaimed offender in a case of attempt to murder when he was just 20 years old, was apprehended from Vikaspuri in west Delhi on a tip off, Additional Commissioner of Police (Crime) Ravindra Yadav said.

"Singh was declared proclaimed offender in the case under Kotwali police station in Kapurthala on December 5, 1983 at Naya Goan, a place adjoining his native village. At that time, he was a young man of 20 years and was named in this case of attempt to murder," he said.

Fearing arrest, Yadav said, his parents managed to send him to Lebanon soon after the incident. "He came back to India in 1993 but was again sent abroad, this time to USA. He used to drive a taxi for livelihood. His visa got expired and was in jail for three months before being deported to India in February 2011.

"In India, he concealed his presence and was residing in Vikaspuri area where his activities got noticed by a secret informer of Crime Branch which led to the arrest of this proclaimed offender," Yadav said.

Singh has studied up to Class VII and belongs to a farmer's family in Punjab. Initially, he worked as a taxi driver in Lebanon and the US and also used to work at constructions sites.
