Press Trust of India Patna
Bihar Chief Minister Jitan Ram Manjhi today expressed his unhappiness over the performance of Road Construction Department (RCD), headed by Minister Rajiv Ranjan Singh alias Lallan Singh, and defended his decision to transfer the Principal Secretary of that department.

"The results were not be seen in the RCD," Manjhi told reporters in reply to a question at the weekly 'Janata Ke Durbar Mein Mukhya Mantri' at his official residence while defending his decision to transfer RCD Principal Secretary Arun Kumar Singh and appoint senior IAS official Harjot Kaur last month which had reportedly irked the minister.

Peeved with frequent transfers of top bureaucrats, RCD Minister Singh and the Forest and Environment Minister P K Shahi had recently wrote to the Chief Secretary Anjani Kumar Singh asking him to explain under what rules the senior bureaucrats were being transferred frequently.

While the Chief Minister candidly admitted that the two ministers had written to the CS wanting to know as to under what rules, senior bureaucrats were being transferred frequently, the ministers concerned have remained silent on the issue so far.

Manjhi said that the CS has sent his replies to the two ministers about the rules related to transfer and posting of the bureaucrats and said "let the matter be laid to rest" when media persons wanted to know details of issues raised by the ministers duo, known to be trusted lieutenants of the former chief minister Nitish Kumar.
